Is there really a difference in the meaning between "will" and "going to" ?

If I'm not mistaken
"Will" is used:
-when talking about facts in the future, for example: The news will make him suffer.
-at the moment of making a decision, like saying: I will leave the town.
But when the decision becomes a plan we use "going to" (it is often used when talking about plans) like saying: I'm going to read a story tomorrow.
After all, the choice most of the times is based on the meaning of the sentence.
