'in' for time

Hi everybody,
I would like you to help me with the preposition "in" indecating "time". I have to choose the sentence which is closest in meaning to this one: It took him three hours to do his homework.
1/ He did his homework in three hours
2/ He spent three hours doing his homework.
According to the key, the second sentence is the answer. However, I think the first has the same meaning (because I have read in a grammar book " I can run 200 metres in about 20 seconds. So can you please show me why the first is not also the answer?

Both of the sentences are correct.
Both of the sentences have the same meaning.
I'll do it in three hours ──► Je le ferai en trois heures; Je mettrai trois heures à le faire.
